Hazardous vs non-hazardous soil: how classification sets your disposal route
Two stockpiles that look identical can cost completely different amounts to remove. The difference is classification: the WM3 assessment that decides whether your surplus soil is inert, non-hazardous, stable non-reactive hazardous, or hazardous — and that single decision sets the facility, the paperwork and the disposal route.
The four outcomes, in plain terms
Inert: clean natural material — clay, subsoil, chalk — with negligible contamination. The cheapest and easiest route: reuse on site, inert landfill or recovery schemes.
Non-hazardous: made ground and mixed soils with low-level contamination below WM3 hazardous thresholds. Goes to non-hazardous landfill, soil treatment or permitted recovery.
Stable non-reactive hazardous (SNRHW): soil that fails hazardous thresholds but is stable enough for a dedicated hazardous cell without full hazardous treatment.
Hazardous: soil exceeding WM3 hazard-property thresholds — for example HP8 toxic for disposal. Moves under consignment notes to hazardous landfill or treatment.
How the decision is made
Classification is evidence-based, not visual. Samples are taken to BS EN 14899 and analysed for metals, hydrocarbons (TPH/PAH), pH, sulphate and asbestos, then assessed against the WM3 hazard-property thresholds.
If the material is heading to landfill or a treatment facility, a WAC leachate suite (BS EN 12457-3) follows, confirming which cell class can accept it. Classification comes first; WAC confirms the destination.
Sampling frequency matters: one composite sample per 100–250 tonnes of consistent material is a common guide, tightened wherever the ground changes or the fill is of unknown origin.
What changes when results come back hazardous
Do not default to hauling everything to hazardous landfill. Segregating hot spots, treating or stabilising part of the volume, or re-testing a suspect zone often moves most of the material to a cheaper route.
Hazardous movements need consignment notes and a facility permitted to accept the class — book this before the lorries, not after.
Costs rise with distance as well as class, because permitted hazardous facilities are fewer. A realistic route priced on evidence beats a worst-case assumption priced on fear.

The efficient sequence is: sample, classify, confirm the route, then mobilise haulage. Splitting those steps between suppliers is where standing time and re-booking appear.
